What other 3rd party software is being installed? I found that installing
the old Corel WordPerfect 8, for instance, on Vista screwed things as it did
something with ODBC which screwed with permissions.
Otherwise I guess the guy should do a circle check on the PC. All cords
properly connected, all PCI cards and RAM properly seated, the BIOS properly
configured, no over-clocking or out-of-the-ordinaries and so on ..
If he's really keen he might use MaxBlast4 from Maxtor and zero fill the
harddrive:

Create a MaxBlast floppy disk boot the computer from it ..
Zero-fill the drive .. quick takes a second .. full can take hours but zeros
the entire drive making it like fresh from the factory.]
The drive can be parititoned using, say a Windows XP disc .. boot to the
Recovery Console use diskpart to partition the use the FORMAT utility do a
full format (not quick) NTFS using the following command at the prompt:
format c: /fs:ntfs
Reboot and install Windows Vista from scratch - clean ..
Install Office 2007 pretty much right away w/o a whole lot of 3rd party
softwares .. Finding the 'setup.exe' on the Office DVD, right-click it and
selecting "Run as administrator". Does it work now?
If all that doesn't work there is either a problem with the Vista/Office
install media and or DVD drive or there is some memory/cpu/disk problem. The
software - Office 2007 - does work. I have it working here right now. So the
idea of just dumping it is dumb. It is not working there because there's
some problem, not because the software is wrong.
