To change the Recycle Bin icon, do this:

Open the Control Panel and type "recycle bin" in the search box in the top
right of the window.
You should then see this in the Control Panel:

Personalization
Show or hide common icons on the desktop

Click "Show or hide common icons on the desktop" and then click the Recycle
Bin. Click "Change icon..." and then you can specify a new folder to look
for the icons.
