Its possible that one of your programs has taken over the file association
for cab files.
I recommend you download and try CabInstl. Its a very small program that
deals with the installation of cab files. Its very good actually as it also
allows you to specify a cab to install to an external card.
Install that and set it to be the default application for cabs and see if
you can regain your cabs back.
