A Toshiba Portege M200 User shared these words of wisdom:

The behaviour of the TIP has been changed with SP2.
It only pops now when needed and disappears when no longer needed.

This was done as an improvemnet because of the requests in users'
feedback.
And it's changed again in Vista (due to users' requests).

But you can alway open it by clicking on the TIP icon in the
Quick-Star area of the TaskBar.
