What type of Internet connection do you have ? and what type
of Access Point hardware do you use ( Just modem or modem
with a separate Router ).
What DNS servers does your ISP use ? Primary & Secondary.
Have you tried a TraceRT 198.103.238.30 from within a Cmd
Prompt window.
Also, from that Command Prompt type:
