Solution:

Boot from Windows Vista DVD and hit any key when prompted. Once windows has
detected your OS click next. Select Systems Restore and select a point
previous to the "Windows Explorer Loop Of Death" (As I like to call it). And
Vwala your computer will be returned to working status. If you do not have a
Microsoft VIsta DVD then this won't help. Contact Microsoft at 18004269400
for further help

Possible Explination for Problem:

I found this problem was caused by either the installation of Logitech
Setpoint, because this program did not install properly or when windows
Defender detected an action on my computer that it did not find to be safe. I
am not sure if Defender was started by Setpoint or from some other auction,
but after I restarted windows at the request of Defender all of the problems
started happening.
