Not really. That functionality is part of Media Center. Media Center is
Media specific, that is, it is geared toward, pictures, videos, music, etc.
Under Tasks in Media Center there is an option to Burn a CD / DVD, but
it wants you to add music, video, pictures, etc. It is not the same as standard
CD / DVD burning software.

Try the latest version of UltraISO. Works great with Vista and they have a trial version.
