The correct syntax for the format comand is

FORMAT C:

It is possible to do a 98-to-XP upgrade.

You might want to read this
http://support.microsoft.com/Default.aspx?kbid=313348
before starting a format,MS points out the importance of verifying your
hardware is supported by XP.

The XP setup provides the ability to format and partition your hard
drive. XP needs to be registered, so you might have to buy a copy.
