I did find the GPO that was removing the Custom Toolbar; it is now available
but in a different location. The GPO was (here comes the Mack truck)
Users-Admin Templates-Start Menu and Taskbar - Do not display any custom
toolbars.

I will leave this post marked incase you have an update.
