it only has EXEs to put on floppies, and he has no floppy drive
anyway, and he wants to make a cd. He'd need to convert the EXEs to
ISOs. If he's still reading this thread, I can email him the boot
sector from a floppy(I got it using roadkil's sector editor). It is
possible to instruct nero to make a cd, and refer it to a file
containing the boot record to put on it. But there's the whole issue
of getting nero to do the el torito thing, so you have to get the
settings right. I don't know if the boot sector file should be
512bytes or some kind of el torito 2048 byte simulation. I'd have to
play around. The easiest way to do it in nero requires a floppy drive.
You do file..new select boot cd, then there's an option to put a
floppy disk in there and it reads it, gets the boot sector off it and
writes a cd. Nero Express does it too.

Maybe the best thing for him to do is to find a friend with a floppy
drive and a cd burner and do it there with nero.
