That statement is Nonsense (r).
You can opt to purchase "Windows XP N" with reduced media
functionality, if you prefer. Most people given the choice would have
as much functionality enabled as possible given the pricing is
identical. Hence windows N sells virtually no copies, and is just a
marketing exercise to keep the EU happy.
