Kind of true. Recorder will extend a file by 60 seconds at a time.
If you start a new file, click on record than it will go for 60 seconds. If
you leave the cursor at for right and click on record again it will record
an additional 60 seconds. If you create a five minute file this way and then
move the curor to the far left and hit record again it will record for the
full 5 minutes.

You can also 'edit' a *.wav file that has the correct length to start. Also
a kludge.

Also the default recording mode is terrible. User needs to select a higher
quality mode to get decent sound
(microphone would probably be good for this app. File - Properties Convert
and select Microphone).
before making the recording.

It is really lame but I think it is the only thing in Windows XP itself.

If OP is using Windows live mesenger I think there is a record and send
function in that.
