Chris, I dont know what tablet you are using that records tilt data, but all
tablets of what I have seen do not record tilt data, the pen doesnt support
that feature.
The digitizers do not require tilt data to align. because you can tilt your
pen all around a point and still be pointing to that point. It's how the
antenna and the digitizing surface sees where the point is projected at.
The pen doesnt need to be upright either.
After a while, you get the hang of the dodgyness of the pointer around the
edges.
And updating the drivers do not fix the issue, and can not fix the issue,
what would need to be done is replacing the digitizing board with a larger
one. so it knows more edge points.

Everything about the pen to you is, have you updated the drivers? why when
it's not a driver or software issue, it's purly hardware, and
(electro)mechanical. The digitizer just tells the driver points of where the
pen is, and pressure. And the driver tells windows where to place the
pointer.
It's like saying have you updated the drivers to your screen buttons, when
the person complains that nothing happens when he pushes the button, maybe
its broken inside, and not making a connection, to apply voltage to tell the
driver to tell windows to dim the screen. Not everything is a driver issue,
and when you dont know what the driver does exactly, dont assume. And since
you surely dont know about how the pen works exactly, and you're already
assuming alot like the tablet gets tilt data, which it doesnt, you shouldent
be saying that to confuse users.
I can't say for all, but I do know that mine, and most tablets do not
support tilt angles. But just to be sure, i'm going to contact wacom and get
everything for you, chris, because you aparently dont care what i have to
say anyway.
