Office 2007 is pretty restrictive in what it lets you do with
customizing the Ribbon.
Read

and how you can customize what is possible. This should answer most of
your questions. If not, just post back.
If you are not satisfied with what Office 2007 offers itself, you could
look into RibbonX, the Ribbon customization technology, or into my
RibbonCustomizer add-in.
