Some things to try:
1. for good measure, run "Help/Detect and Repair" in office 2003 to clean up
anything that may have gone wrong in that installation
2. uninstall WDS 3.0 from Add/remove programs
3. restart your machine
4. Try to reinstall OneNote 2007.
