I've forwarded your question to the team that was responsible for WDS and
OL2003 integration. I'll post back here when I get any response from them.

But I'd advise you to log this as a bug at Connect site (make sure to
provide as many details about the setup as you can, including version stamps
for WDS). You might want to post to Outlook community groups as well.
