You need to get Windows XP Tablet PC Edition installed on the machine to get Tablet functionality.

This is not available as a purchase - it is only supplied with new machines. Alternately, if you are an active MSDN subscriber you can download it from Microsoft.

Since it sounds like you don't have the original Tablet OS CD's you will need to contact the manufacturer of the machine and talk to them about getting replacements. They usually make a charge for this and I understand from someone else that asked this question recently that the price *IF* the hardware manufacturer concedes to supply a replacement is around 40 to 50 dollars.
