The date and time was Thursday, July 09, 2009 2:46:01 PM, and on a whim,
stumped-in-xpPro pounded out on the keyboard:

I've seen that behavior on a lot of Dells. There is a lot of different
ways to approach it. I Googled "how to fix drifting mouse cursor".

Report back if one resolves it.
