Is this a brand-new computer or a used/new-to-you computer?

Did you install WinXP SP3 manually (versus via Windows Update)? Did you
install SP3 before you installed IE7?

Open Windows Explorer to C:\WINDOWS\SYSTEM32 <=this folder and run a Search
(CTRL+F) for VGX.DLL. Right-click on the found file (if found) & select
Properties | Version, copy the version to your clipboard and paste it into a
reply to this thread.
