I have downloaded and check edit carefully and found the following abnormal
key value.

According to Technet->Network Configuration Technologies->Windows Time
Service Tools and Settings
([url]http://technet.microsoft.com/en-us/library/cc773263(WS.10).aspx[/url]), the
value of MaxNegPhaseCorrection should be 54,000 and PhaseCorrectRate should
be 7. Could you please modify it to test the issue?
