Hi Katherine,

Click start, type:

shell:cookies

That's shell - colon - cookies with no spaces, hit <enter> and it will open
to the proper folder in your user profile.

To see the route indicated by the magazine, you likely need to set folder
options/view tab to see hidden and system folders.
