Undisired keypad behavior on IBM ThinkPad T22

I am temporarily using my old IBM ThinkPad T22 because my new laptop
is not working. I find that when I put my USB keypad into numeric
mode, the laptop converts several of the letter keys on the right
side of the keyboard into number keys. I can turn this off by
pressing the function key and the numlock key but this also turns
off the numeric mode in the keypad.

Is there any way I can get the keypad to work in numeric mode but
have the keyboard work normally? I think most people would want it
to work the way I want it to work. Why would anyone want TWO
numeric keypads active at the same time?
