Seeing that I can recreate OP's symptom but circumvent it by setting
Active Scripting to Prompt, I think any simulations should also include
some kind of scripting component. ; )

That detail would only be apparent after the .mht file was rendered.

Have you tried saving KB123456 (as an arbitrary KB article)
as an .mht and then opening it?
