Could be several things, Doug, and only you would know what you've got
running on your system. Are you running something called CryptoEx with
Outlook in an Exchange situation? I've seen this issue reported with
CryptoEx v3. The solution is to disable the add-in for Outlook because it
is forcing a function to remain open even after Outlook is closed by the
user.
