You probably should post to an MSIE group, as it's a browser problem, not an IIS
(web server) problem.
The steps you've followed seem like they'd have MSIE not tell you about blocked
content, rather than enable it. I'd think you'd WANT the information bar to
warn you so that you could then enable the ActiveX control on a
case-by-case/when trusted basis.
