MSn Favorites are not stored in that location. All that will do is modify the attributes for IE's Favorites.
In XP...as an example
\Documents and Settings\{Username}\Application Data\MSN6\UserData\{UID}
or
\Documents and Settings\{Username}\Application Data\MSNx\UserData\{UID}, where x is unique to your configuration/version
