Update on my own situation:

I received a reply from ATI support, followed their instructions to
download an ATI Catalyst Control Center *beta* installation program for
Vista 32, then uninstall all ATI software shown in Add/Remove Programs,
then install the new beta. It seems to have worked and I believe (knock
on wood) my issues are resolved. :) Nevertheless, I suspect that the
OP's BSOD problems have something to do with his video card . . .
