I hate to answer my own post but I have a bit of followup. In looking into
this I noticed that the default DPI for StO is 96x96 and for OIW is 200x200.
However I tried tweaking both by changing DPI settings but still I found
that the files from StO are half the size of OIW no matter what. This adds
up quickly for teachers that are sending homework, quizzes and tests to
OneNote.
