Actually, I have found similar problems to yours in switching
languages. I use Alt-Left Shift to switch between English and
Portuguese and find that this command is somewhat temperamental.
Sometimes it works immediately and sometimes not. Perhaps, the user
just needs to be patient.
Additionally, when I have the language set to Portuguese and launch the
on-screen keyboard, it does indeed sometimes come up as the "English"
keyboard. However, in general, it changes to the Portuguese format
after about 10 seconds.
I have checked this out on our two computers here and find the same
annoyances on both even though one computer is less than 3 weeks old.
Nevertheless, I have never found that I could not achieve what I have
recommended to you although it doesn't do to be in too much of a rush.
