What version of .NET framework do you have installed? If you go to
Start/Run and put in "mscorcfg.msc" without the quotes, are you able to
access the .NET configuration tools. If you do have .NET installed and this
doesn't work, if may be corrupt and need to be updated/reinstalled.
If you have an early version installed, the .NET 1.1 Service Pack 1 is
available here
