Scrolling with pen button pressed?

Can one convince Vista to interpret a pen move with the mouse button
pressed (i.e. in my case the equivalent of a mouse move with the right
mouse button pressed) as a scroll command?

I once had a utility for Win98 back then that would allow me to scroll
in each application by simply moving the mouse with a pressed right
button. This was very convenient and intuitive, but alas that program
didn't work with XP any more. IMHO something like that would be
extremely handy for a tablet, where I find hitting the scroll bars to
scroll rather tedious. A few applications have that functionality
built-in but I would like to have that for ALL apps.

Does Vista (Business / tablet edition) support something like that
natively? Or does anyone know a utility that allows this?
