Did you tweak the registry to cause IE to page down when you hit
the down arrow rather than just move to the next hyperlink? This
tweak will cause this behavior in the email app. When it opens a
message, it sends a "page down" to the program so it moves past
the header to the message. If you've tweaked IE though, it will
do a full page down rather than just past the header.
