I have been having the sames problem with Project 2007 and have just
solved it. It appears to be a problem with registry keys in
HKEY_CLASSES_ROOT for MSProject there is a solution here:-

NOTE: I did not apply the permissions to the top level keys.

This is the second application that has had problems with the
HKEY_CLASSES_ROOT. Even Microsoft could'nt solve this one for me :-(
