For some reason Windows Aero and the 3D-Flip has been disabled by Windows
itself (Alt-Tab will still let you cycle between programs).
This is usually caused by one of these three: Inadequate hardware,
incompatible software (particularly old games) or piracy (in which case you
should have activation issues as well).
To reenable Aero, open up Control Panel > Appearance and Personalisation >
Personalisation > Theme. Select the Windows Vista theme. This option may not
be available, in which case you have to identify the cause and correct it.
