I followed the instructions (obivous procedure, entered below) given to turn
on popup blocker but the popup blocker never gets turn on...

i also tried internet options/privacy and checked the box for popup blocker,
filter level is high...

Pop-up Blocker is turned on in Internet Explorer by default. To turn it off
